Preheat your oven to 375°F. Line a baking sheet with parchment paper.
In a mixing bowl, combine the flour, baking powder, and salt.
In another bowl, cream together the softened butter and shredded cheddar cheese until well blended.
Add the garlic powder and onion powder to the cheese mixture.
Gradually mix in the flour mixture until combined.
Add cold water, one tablespoon at a time, until the dough comes together. It should be slightly sticky but manageable.
Scoop tablespoon-sized portions of the dough and roll them into balls.
Place them on the prepared baking sheet, spacing them about 2 inches apart.
Bake for 15-18 minutes, or until the bites are golden brown.
Allow them to cool for a few minutes before serving.
