Method
 

Steps
  1. Preheat your oven to 375°F (190°C). Gather all ingredients and equipment.
  2. Heat olive oil and butter in a large pot over medium-high heat. Season beef with salt and pepper. Brown the beef for 6-8 minutes.
  3. Add chopped onion and diced carrots; sauté for 4-5 minutes until softened.
  4. Sprinkle flour over the beef and vegetables and cook for 1-2 minutes.
  5. Pour in apple cider and beef broth; stir well and bring to a boil, then reduce heat to simmer.
  6. Transfer the mixture to an oven-safe pan, cover, and bake for 1 to 1.5 hours.
  7. While the stew is baking, boil salted water and cook potatoes until fork-tender, about 15-20 minutes.
  8. Drain potatoes, return to pot and add milk, sour cream, and cheddar cheese; mash until smooth.
  9. Plate mashed potatoes and ladle stew over the top. Garnish with fresh chives.
