  2. Soften rice paper by immersing one sheet in warm water for 15–20 seconds until pliable, then place it on a clean flat surface.
  3. Assemble dumplings by adding fire noodles and mozzarella cheese to the bottom third of the rice paper sheet and rolling tightly.
  4. Heat a skillet over medium heat, add neutral cooking oil, and cook dumplings seam side down for 2–3 minutes on each side.
  5. Garnish crispy dumplings with sliced seaweed and serve warm with your favorite dipping sauce.
