- Preheat your oven to 160°C (320°F). Line an 8×8-inch baking pan with parchment paper.
- Whisk together the egg yolks and granulated sugar until pale and creamy, then add vegetable oil, milk, and vanilla extract.
- Sift together cake flour, matcha powder, baking powder, and salt into the egg yolk mixture and gently whisk.
- Beat egg whites with cream of tartar until foamy; gradually add sugar and beat until stiff peaks form.
- Fold the whipped egg whites into the batter in three additions, being careful not to deflate.
