- Thaw the phyllo pastry overnight in the refrigerator. About one hour before cooking, remove it and cover with a damp cloth.
- In a large skillet, heat olive oil and add the ground beef. Cook until browned, about 5-7 minutes. Stir in spices, leeks, and onion; sauté for another 3-5 minutes.
- Preheat the oven to 175°C (350°F). Prepare a greased baking dish or a large oven-safe skillet.
- In a medium bowl, whisk together milk, Greek yogurt, water, olive oil, and eggs until smooth. Season with salt and pepper.
- Unroll the phyllo pastry, cutting into two stacks. Layer several sheets in the greased baking dish, drizzling with the milk mixture as you go.
