Preheat the oven to 375°F (190°C).
In a skillet, cook the ground beef or turkey over medium heat until browned. Drain excess fat.
Add black beans, diced tomatoes, cumin, chili powder, salt, and pepper to the meat. Stir to combine and heat through.
Spread a thin layer of salsa on the bottom of a baking dish.
Layer 4 tortillas over the salsa, followed by half of the meat mixture and a third of the cheese.
Repeat the layers, ending with tortillas on top and the remaining salsa and cheese.
Cover with foil and bake for 25 minutes. Remove foil and bake for an additional 10 minutes until cheese is bubbly.
Let it cool for a few minutes before slicing and serving.
