Preheat the Oven:
- Preheat your oven to 375°F. Line a baking sheet with parchment paper and set aside.

- Lay a tortilla flat on a clean work surface. Spread a thin layer of warmed refried beans across the center.
- Add a scoop of rice, followed by the beef mixture, shredded cheese, and a spoonful of salsa.
- Wrap the tortilla tightly, folding in the sides to create a burrito.
- Place the burrito seam-side down on the prepared baking sheet. Repeat this process for the remaining tortillas.
Bake the Burritos:
- Place the baking sheet in the preheated oven and bake for 5–10 minutes, or until the cheese melts and the tortillas are slightly crispy.
Serve and Enjoy:
- Serve the burritos warm, with optional toppings like sour cream, hot sauce, and guacamole on the side.
