In a mixing bowl, dissolve the red Jello in 1 cup of boiling water. Stir until fully dissolved. Add 1/2 cup of cold water and 1/2 cup of vodka. Mix well.
Pour the red Jello mixture into shot glasses, filling them about halfway. Place the shot glasses in the refrigerator and chill for about 2 hours, or until set.
In another mixing bowl, dissolve the blue Jello in 1 cup of boiling water. Stir until fully dissolved. Add 1/2 cup of cold water and 1/2 cup of vodka. Mix well.
Once the red Jello is set, carefully pour the blue Jello mixture on top of the red layer, filling the shot glasses to the top. Return to the refrigerator and chill for another 2 hours, or until fully set.
Once both layers are set, top each shot with a dollop of whipped cream and sprinkle with red, white, and blue sprinkles.
