- Preheat your oven to 350°F (180°C).
- Heat olive oil in a deep skillet over medium-high heat. Sear seasoned bottom round roast pieces for 3-4 minutes on each side until browned. Remove and set aside.
- In the same skillet, add butter and sauté diced carrots, onion, and celery for 5-7 minutes. Add minced garlic, tomato paste, thyme, and rosemary; cook for 2 more minutes.
- Mix beef stock with tapioca powder in a small bowl, then pour into the skillet. Return beef and add Guinness. Stir to combine.
- Transfer to the oven and braise for 1 hour and 20 minutes, stirring halfway through.
- Boil potatoes in salted water until tender (15-20 minutes). Drain, then mash with butter, half and half, salt, pepper, and Dubliner cheese until creamy.
- Pour beef filling into a baking dish. Spread mashed potatoes on top, smoothing with a spatula. Sprinkle more Dubliner cheese on top.
- Bake for 20 minutes until bubbly and lightly golden.
- Remove from oven, let rest before serving. Garnish with chives or parsley.
