Heat oil in a large skillet over medium-high heat.
Add the chicken pieces and sear until lightly browned and cooked through, about 6–8 minutes.
Push the chicken to one side of the pan. Add garlic and ginger, sauté for 1 minute until fragrant.
Stir in soy sauce, oyster sauce (if using), vinegar, chili flakes, and honey. Mix well to coat the chicken evenly.
Let the sauce simmer for 2–3 minutes until it slightly thickens.
Taste and adjust seasoning with salt, pepper, or more heat as desired.
Garnish with chopped green onions and serve hot over rice.
